Enlarge a piece which was chosen

How can I enlarge a piece which was chosen on my video. For instance there is a building and I wanna enlarge its window with some kind of effects and also I have to turn that window back original size again. So this effect should be seen like zoom in and out.

(If you have some example like a youtube video please add your answer)

You must have two Tracks with the same clip one above the other, to the one above you add a mask in the windows and make an animation with keyframes from the Effects Control panel on the Motion tab.
