Error parsing properties list from file

Hello!
There is a problem when opening the app(23.4), Windows 10.

I tried to reset preferences (held ALT before opening), deleted files in the Temp, AppData, deleted a folder of Adobe in the Documents, reinstalled Adobe Creative Cloud and nothing helped me. This problem consistenly appeares and I cannot skip it.
