How do I fix c:\windows\system32\msvfw32.dll is either not designed to run on windows or it contains an error. I tried Clean booting, and uninstalling.

You could give the following a try:

If the normal System File Checker fails, try SFCFix instead:

What the SFC does is scanning for and restoring corruptions in Windows system files.
