There are many Blu-ray Code 3 errors, and your specific language does not match any, and I wonder if you have not transcribed it correctly. What is the full wording? (Or post a screen shot.)

What format are you importing the video file to Encore? .m4v or .m2?

This is not a common error. One thing that worked for some users was running in Windows compatibility mode for win7.

Be sure you are running "as administrator," not just in an account with administrative rights.
