Every time i import a video it becomes extremely pixelated and blurry

here's the video i get when i put it in Premiere Pro, compared to the raw video (the raw video doesn't get compressed like that in other video editors

Make sure that you're not scaling the source clip above 100%.

 

Check the Playback Resolution setting.  If it's 1/2 or lower, it will look pixelated while playing.

 

Check the Paused Resolution setting.  If it's 1/2 or lower, it will look pixelated while paused.

 

If the clip has a low bit rate with heavy temporal compression, it may suffer from macro locking.  If this is the issue, try transcoding the clip outside of Premiere Pro to ProRes 422 LT or ProRes 422 Proxy using Shutter Encoder (donation-ware).

Another thing, the video is in 24 fps 960x540 quality.
