Export captions with alignment tags? SRT only choice for 1 file, other choices for batch export?

When I export one video with a sidecar CC file, I can only make it an SRT, but if I choose multiple files to export, I can choose from SRT, SCC, MCC, XML, and STL. I'm on 23.6.4 temporarily—is this something that was later fixed?
Also, is it possible to export a CC file with alignment tags? I changed the font color, font, and alignment of captions in some videos, and itlicized some words, and the srt only kept the font color and italics. I do realize that the video player determines the font and color in many instances (afaik).

<font color=#000000FF>first off, think about the idea </font>
<font color=#000000FF>of the word <i>discretionary</i>.</font>
Beyond that, I'm trying to convert to VTT outside of Premiere, and when I do, it strips away all coding:
00:00:07.340 --> 00:00:10.844
first off, think about the idea
of the word discretionary.
How do I get SRT or VTT files with alignment tags, at the very least?
