Export error -16140153855 Premiere Pro 2020

When attempting to export H.264 for youtube. I get this error. 

 

I know my graphics card isn't supported, but it is supposed to be rendering using software only. I cleared my cache which was suggested in a similar thread, but it didn't help. Any ideas how to fix?

also try to export to QuickTime GoPro Cineform YUV 10 bit

from that export to H.264

delete the render files from sequence

try this.  In your sequence settings change your preview format to match your intended export format, render your entire sequence and in the export dialog make sure "use previews" is checked.   Also, sometimes thing will not export out of premiere but will by queuing to adobe media encoder.
