Export gets stuck at same place every time - missing frames?

Hi all,

I've been going crazy over this. I'm editing a short film and right now my export gets stuck at the same point at the 95% mark in the export. I pinpointed exactly where the issue was and in the timeline, there seem to be missing 'frames'? Even if there is no footage there the timecode jumps from 00:34:22:23 to 00:34:23:00 in one frame. I've tried making a new sequence, exporting around it but it doesn't seem to be working. 

Previously, I had an issue where some of my files got corrupted by Premiere not being able to link the media properly (still not sure how that happened) but I manually imported the footage again since linking wasn't working and had to edit those scenes again. I've since deleted all the offline media I could find and now it has stopped saying "Offline material is present in this export and will be encoded using the Offline Media" which I thought was the issue but it still gets stuck in export at the same position.

I'm on a Macbook Air 8GB running Premiere Pro v22.3.0 which I've read on this site that it causes issue and the only way is to downgrade and I'm trying to get Premiere on a PC instead and try there but I would really prefer if I can get this solution fixed. Any thoughts on this would be amazing! Thank you.
