export has some problem on m1pro

Hi, when I use premiere pro export my video half month ago, it works well. But today when I export a new video I find that during the first several dozens of minutes my progress bar seems not run at all. And I find that the GPU performance utilization is low. Dozens of minutes later exporting seems back to normal. Do you have similar problem? I don't think it's normal on m1 pro.
