Export/Import, Save As Window disappears

When I go to export -> media, the window does not show up. However, if I try to minimize or exit Premiere, it doesn't let me, as if there is another window open that I need to deal with first before closing the software.

The same thing happens when I try to Export an XML, Save As, or when I try to Import media.

 

Sometimes I use dual monitors and sometimes I use a singluar monitor same thing happens, The Window just does show up and I have to force quite my PP.

 

I've seen lots of people with this issue and even back to 2017, Please tell me youre looking to this and have a fix???? I'm moving onto another software if I don't get answers I've been asking for help sine Aug last year.

 

Please Help, I've done every suggestion to clear cache/preferences etc...

    That's because there probably is another window open that you need to deal with.

     

    Try pressing ALT + Space and then M, this will trigger the "Move Window" thingy from Windows. The mouse pointer will automatically go to the title bar of the hidden window. Then without moving your mouse, click and hold the left button and move it around, see if you can bring the hidden window into view.
