Export is not responding

Hi all, when i try to export via the export tab, the blue circle just keeps spinning.  When I got to file, I get no response.  I tried restarting Premiere, restarting the computer, emptying the media cache.  Nothing works.  I tried with multiple projects.  Anybody know what's wrong? thanks! Version 23.3.0, build 61.  Working on a macbookpro retina 15 in (around 2015-18?) OS big sur Version 11.7.3
