Export output does not match the source video

Apologies, I'm not an experienced editor, but I have an issue with the video I am exporting. The output does not match the source, and I can even see the difference in the export media screen.

These two clips were originally on the timeline at the same point on different layers, but I've since tried everything including removing the bottom layer entirely (the image seen in the Output photo), and replacing it with the top layer (what is shown in the source screen). When I export it still shows the old video, even though it's no longer in my In to Out.
