Hi,
Sorry about the issue. This problem might be related to corrupt preferences or layouts.
Please go to Users/<Username>/Documents/Adobe/Premiere Pro/<version>/Profile-<Username> and move the contents of the folder to another folder on your Desktop.
Once it's empty, launch Premiere Pro and create a new project.
Go to Window > Workspaces and ensure that the "Import Workspaces from Projects" option remains unchecked.
Import the Sequences from your project to the new project, and let us know how it goes.
Please also ensure that your Sequence is selected when you go to File > Export > Media.
