Export settings dialogue box slow to respond

Hello,

I have been having this issue for awhile on Premiere Pro 2023,

when I go to export a project by clicking File>Export>Export Media or using the ctl+m shortcut,

the dialogue box lags for a 5 seconds and shows "not responding" on the top of the window before opening.

This will also happen when changing settings in the dialogue box.

When I was using Premiere 2023 this issue was not apparent, I am not sure what has happened.

Editing and exporting work fine after all the settings are changed.

CPU and Memory usage stays below 20%, while this is occurring.

but there was no problem-solving answer.
