Export Window - extremly slowly and sluggish

I've been experiencing an issue for some time now where my export window in Premiere responds very slowly and sluggishly. Sometimes it takes up to 2 minutes for the window to even open. Once it does open, every click on the options can take up to 30 seconds. I'm at a loss for what to do. I've disabled 3rd party plugins, cleared the cache, and reset all settings. Everything else seems to be working normally; it's just the export window that's affected. I would appreciate any assistance. Thank you.
