Exported Video Pulsign/Flickering

Hi, I found a annoying problem in which after exporting a PremierePro project (also on Encoder) the video is not fluid !! You see a constant pulse / jerky. I have looked online and over the years other people have had this problem but have not found a solution.

Anyone have any advice?
