Exporting Constant Audio Bitrate with AAC on H.264 Video

Can someone please provide information on how I can export a H.264, MP4 video file with AAC for audio but with a constant bitrate from Premiere?  If not directly from Premiere, please let me know how else this could be done.  I have a vendor requesting this exact spec for videos and I have been unable to produce a satisfactory file for them.

I have confirmed with Adobe support that a constant audio bitrate is not currently possible for an H.264 video.  This request has been submitted to the engineering team.

Audio bitrates are always constant.  You can twirl down the Audio tab in the export window to set it. If you want the video bitrate constant as well, twirl down the video tab in the export window, scroll down to Bitrate Settings, choose CBR and set the datarate.

Many audio codecs are variable by design.  However, I also assumed that Premiere/Media Encoder would be using a constant bitrate in this instance as well due to there not being any option or toggle.  The exported file details always show the audio bitrate as variable even if the video bitrate is set to constant.

I even tried exporting a straight AAC file.  Using MediaInfo, I get this info on the exported file:
