Exporting error everytime I try to export both in Premiere Pro and Media Encoder - tried every fix!!

I keep getting this error when I am trying to export my Premiere Pro video in Media Encoder:
A low-level exception occurred in: H.264 (Exporter:9)

I have tried all the popular troubleshooting things, such as:
- Resetting preferences
- Updated GPU driver
- Reset media cache (used and unused)
- Switched to software encoding
- Turn off accelerated encoding
- Tried H.265 instead

This video is 49 minutes and I’ve actually tried Aftercodecs free trial (only does 500 frames), and all the audio (the entire 49 mins) and the first 500 frames came out perfectly, not sure if this means that my storage/processing/video is the problem. I ALSO do not believe it’s a storage issue as I instead tried download to my USB drive with 150GBs left and it still did not work.

I called Adobe and they told me that since my account is under my school’s license, they can’t help me past the basic troubleshooting and to go to my school. My appointment is in a few hours but I thought I’d reach out since I know this community often has great solutions. Any advice for what I can do or how I can try to identify if there’s a specific problem going on?
