Exporting overblown footage

Hello, I have never ran into this issue before but whenever I try to export my clip it's displaying overblown but the preview on my screen while editing is fine. I thought it may be my PC so I moved over to my macbook and same issue!

I turned off render at max qual as I saw some forums suggest that.
I tried hardware encoding and software encoding
