If I'm working on the latest version of CC Premier and my team member has After Effects cs6 - What is the best way to transfer the project over to him without losing anything?

This assumes that your source footage and Premiere Pro project file are on an external hard drive and everything needed for the project is in the same folder (with or without sub-folders) or is on SAN storage that each of your can access:

    1. In PR CC 2018, select your Sequence and choose File > Export > AAF... and save the AAF file in the same location as your PR project file.
    2. Give your drive to the team member with AE CS6 (or the folder location on your SAN if in use).
    3. In a new AE project, choose File > Import > Pro Import After Effects....  It may take awhile for the importer to finish.  For best results, your Sequence should contain video files (.mov, .mxf, .mp4), audio files (.aif, .wav) and/or graphics files (.png, .jpg, .tif) only and no media created from with PR (so no Adjustment Layers, Black Video, Color Mattes, Legacy Titles, and no MOGRTS).  Also, no effects and no speed changes.
    4. In edition to the AFF, export an MP4 reference movie.

A much, much, much better approach would be to have everyone on your team using the same version of Creative Cloud.  With that approach, you import the PR project file directly in the AE project file or select everything in the PR Sequence, right click and choose Replace with After Effect Composition.
