Exporting to MPEG2-DVD creating huge files

I'm at a loss here.  My sequence settings are 1920x1080, 23.976 fps.  When I export to MPEG2-DVD, which I've done in the lot and never had an issue with it, I"m getting huge 9 GB and 11 GB files for a 40-min video.   This should be maybe 2 GB.  I'm exporting these files so I can burn a DVD.   I've never had a problem like this before. 

Am I missing something here?  Can anyone think of a reason they can be so large?  I normally customize my settings, setting the Basic Vdieo Setttings Quality to 90-100, and then I often kick the minimum bitrate up to 5, the target around 6, and the max at 7-ish.  That got me 11 GB for the 40 min sequence.  When I exported with the default settings for the MPEG2-DVD, it got me down to 9 GB.

What am I doing wrong?

    I don't know, but the running time of your exported video got stretched out to 3 hours 25 minutes! Something's definitely wrong there: You might have applied a slow-mo effect in that timeline, or you might not have interpreted the footage's frame rate correctly.

    so it turns out my 40 min ceremony was being exported into a 3.5-hour video.   Trying to figure that out now.

    RJL nailed it. But I can't see how this has happened. The export summary shows the correct sequence input length, and I'm not sure how we would see that in a project that is not corrupt. Everything else shows the incorrect export length. The summary, the output section to the left (which is set to sequence in to out), and the estimated file size.

    One possibility not mentioned is that you have a stray fragment in the timeline at the 3 hour plus mark. But that should be reflected in the sequence length.

    So it all worked out.  I clicked on "Markers/Mark Out" at the end of the edited clips, exported, and it did it exactly the way it's supposed.  It's possible there was a stray clip but if so, you could see the sequence was that long.  And it wasn't that long.   I'm thinking what may have happened is when the original editor laid the video out, they were laid out in sequence so it stretched out to 3 hr 25 min.  Then she pulled them back in on top of each other. 

    In the older versions of Premiere, it would automatically end the length of the sequence at the last clip.  I don't think I ever once hit "Mark Out" and I've been using Premiere since the early 2000s.

    Another thing.   For a 40-min video, it usually takes 40-50 minutes to export the video.   Now, it's taking 4-5 hours.   At first I thought my computer was suddenly insanely going slow, and I shut it down and started it back up again, but same thing.  Huge files, 4-5 hours exporting.  Something weird is going on.  I've got it doing something it has no business doing.

    What are the complete computer specs, including hard drives, (how many, what kind, what is on each, and how full)?
