Exporting very slow, says "encoding" instead of "exporting"

Question

Whenever I go to export a project, it takes way longer than it should be taking and says that it is "encoding" instead of exporting but if I let it "encode" all the way, an export shows up in my destination folder. I've been on the phone with Adobe tech support numerous times for hours on end and with Apple.

I have a 2022 Macbook Pro with 16RAM and an M2 chip. Yes, I've made sure that my sequence settings match the export settings, not mention played around with the settings in every way I can. I've tried to use Media Encoder instead, still takes hours to export. I clear my media cache on the regular. I made sure I had enough space on my local harddrive and on my computer's disk. I've tried relocating the project file, restarting my computer, deleting Premier Pro and redownloading it, screaming, crying, and nothing short of throwing my computer at the wall.

I've scoured every forum and YouTube video imaginable and I still haven't been able to solve my problem. I video edit for work so I need to get this problem solved ASAP. Adobe community, please help me, I don't know what else to do.

Premiere needs 4-5 times the expected final file size on that disc during the encoding process. Any less slows things down.

16GB of RAM isn't much these days, barely able to function with that.

A LOT of high-speed cache file area would also be good, on a different drive than either the OS or the media.

And "encoding" is most of the export process.
