Exports in PP 23 much larger file sizes with same export settings?

Hi- Trying to figure out why my exports in 23 are now nearly double the file size as the exports of same material I was doing in V15. All of the export settings are the same (basically for 720 Vimeo)

Does V23 have something new in the way it exports that I'm missing?

to add- what's weird is that both versions of premiere are set to export 720, VBR 1 pass with a target of 8Mbps, but the final mp4 from V15 shows 4.61Mbps and the V23 mp4 shows 8.3Mbps....
