Extensions folder missing in Premiere Pro 13.1?

I'm trying to write a script for Premiere Pro and all of the documentation and learning resources seem to be obsolete. Many sources, including the Premiere Pro Scripting Guide, suggest installing this PProPanel sample code as a starting point. Sounds good to me. But the extensions folder is missing, making it impossible to load the extension! (see instructions referenced below in boldface.)

 

Where are the extensions supposed to go? Are there any current resources to get me started, e.g. with the development environment? I've been through all of this with After Effects, so I'm comfortable enough with ExtendScript––I just need a nudge in the right direction.

 

3. Put panel into extensions directory

Put /PProPanel or your own panel's containing directory here, to have Premiere Pro load it:

Windows:    C:\Program Files (x86)\Common Files\Adobe\CEP\extensions
Mac:        /Library/Application Support/Adobe/CEP/extensions

    The issue is simply this: the ~CEPS/extensions folder cannot be accessed by "manually" navigating folders in Finder, nor can you find it with a spotlight search, because the directories are hidden.

     

    You must use the Finder menu option Go > Go to Folder...
