Extensions greyed out in the newest version of premiere

I have been unable to use exentions on premiere for over a year. No updates have fixed my issue. The "Extensions" option in window is greyed out. I truly don't know what to do. All of my plugins are compatible with my version of premiere, but still; the "Extensions" option is greyed out.

I am using a 2021 M1 Macbook Pro.
