External Hard drive

I want to download Premier pro onto a an external hard drive then open it up Premier pro from the external hard drive to edit from there. Would that work? If I open Premier Pro from my external hard drive, would it make it my laptop slower because it had less storage? Also, would it effect my storage inside my laptop?

It's not a good idea. Your programs should be installed on the boot (c:) drive and if you need an external drive, put your media on that. Ultimately you'll need more storage, and probably get used to that idea as video editing needs a lot of space. In addition, things will slow down accordingly as you have less and less breathing room for the computer to use.
