Favorite effects, custom presets, and custom exports gone

PPro 23.5.0 build 56.
I have no idea what it might have been yesterday.

Yesterday I worked in PP and everything was fine.

Today I opened it up to see my Workspace layout had changed. Defaulting to "Learning".
No big deal, I go up to View to find my customized one that I have used forever and... oh, it's gone.

Fine, I will recreate it. I manage that and then notice my favorites effects folder (I call it USED OFTEN because, well, they are) is gone.
Great, this will take some time, and some of my memory to rebuild but ok.
Then I find my custom export settings are now gone.

So what happened? Did Adobe update me in the dead of night?
How can I find all the customizations and get them back to where they belong?
Furthermore, it's 2023; can Adobe manage to update our software without losing all our customizations?
