FCP XML not importing receiving "Generic Error" on Adobe Premiere 13.1.3

I recently tried to import an FCP 7 sequence XML to Premiere and I'm getting a "Generic Error". I ran the XML against the Apple xmeml linter and it said the structure is valid, so I could use some help figuring out what isn't working here.

I'm running Adobe Premiere 13.1.3 on Mac OSX High Sierra 10.13.6 and I'm uploading it to a completely blank project.
