File not supported error in red when trying to upload to CC folder

Getting 'filetype not supported' error in red when trying to upload a '.mp4' file into the  Adobe Creative Cloud folder. This shouldn't be the case as it's a .mp4 file; the software is licensed, and I have close to 95 gb of free space in the folder. I have tried several other formats that are approved by Adobe, but none of them work.

 

I'm attaching the practice file. Please help.

What is the Adobe Creative cloud folder?

post comp specs, Premiere version and build, MediaInfo info in Treeview on footage used, sequence settings and export settings.
