File Won't Open/Import Sequence

I've been working on this one project for months and months and a certain point a few weeks ago I suddenly couldn't even open the project at all. It would load to about 75% and then stall. I left it overnight and it still hadn't opened the next day. So next I tried importing sequences manually into a new file and that worked the first few times but my program crashed (again for unrelated reasons) and now that's not even working. The main sequence is about 3 hours long, but I split it into 10 smaller sequences and now whenever I try to import any of these sequences, both the bar and "import sequence" are grayed out and it just crashes instantenously. It feels like I've reset my media cache and preferences more times than I've blinked in my entire life and I just cannot get it to open and stay open. Any ideas for solutions? 

 

Other things to note:

I scanned my drive for memory problems and the test didn't detect any.

I fiddled with virtual memorry and nothing changed so I reset it back.

Moved the media cache to a different root folder

I'm on a Surface Pro 9 which has 16MB of installed RAM. I'm worried that my computer just can't handle a file of that size.

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

If you're unable to directly share the file, please upload it to any cloud-sharing service and share the link with me. Please also let us know your current Premiere Pro version (Help > About Premiere Pro) and share the names of the effects used in the project (if possible).
