You are in the Premiere Pro forum: video editing. Yes, videos are displayed on TVs, but if you are planning to display a simple jpg file on the screen (i.e. a menu board), then you do not need a video editing application. Just use Photoshop. The TV will not display a vector file (which might be useful in PR). Maximize the quality when you save from PS.

You have two issues: is your text the right size and your font the right style for the pixel size of the display. And how far away will the viewer be? Some softness inthe image will be irrelevant depending on the conditions.

Most "smart" tvs will be able to play some sort of video file.   Documentation for that television monitor will hopefully give you the necessary specifications.  If it's full HD, the file should be 1920x1080 pixels, but if the monitor is going to be in "portrait" (vertical) orientation, you may need to build it as 1080x1920 but then rotate it to 1920x1080.  This assumes that the tv will automatically correct for the vertical orientation.  Rough out your file and test it before you dig yourself too deep a hole.   Although in a perfect world, working in illustrator would be ideal, if you don't know or own illustrator it really isn't necessary.  If you're just doing a still image or a series of still images, photoshop will be fine.  As long as you're using the text tool properly, resizing and repositioning will not cause any loss in quality.   If you want to animate, you can create a much larger file (greater pixel dimensions) in photoshop. and animate in Premiere.  You can create the text in Premiere and if you use the right workflow animate without any loss in quality but text layout may be complicated.  Laying out text in photoshop is usually easier.   Again AfterEffects can have a steep learning curve (although you can also create the text in aftereffects without any loss in quality) but it's tool set for animation is more sophisticated.  Since I don't have a lot of illustrator experience, if I'm trying to create this kind of project, I'll usually create my text in photoshop and animate in either premiere or aftereffects.

So, although this may not be a simple job if you're not familiar with photoshop, illustrator, after effects and premiere, if you choose your tools wisely, it will be doable.  as I suggested above, test your workflow and make sure you (and your client) are happy with the results and post back with any questions.  This is a forum for Premiere, but there are forums for all these other tools if you need help.

how are you making it now?  Are you creating a graphic file?  If so, the so called smart television may be resizing it which may be the problem.  Is it an HD television or 4K?  Give us this info and we hopefully can help.  Is it just one page or multiple pages.
