For some reason no matter how I export my video the sound is always out of sync on other devices

Basically even if I upload it to google drive or youtube, it is always out of sync but the weird thing is IT ISN'T IF I VIEW IT ON MY PC. HOW IS THIS POSSIBLE? If I download it directly to my phone IT STILL IS OUT OF SYNC. In short:

1. I export my file (I have tried almost every option believe me)

 

2.I test it on my desktop and it works great

 

3. I upload it to Google drive and it works great through there (on my pc)

 

4. I transfer it to my phone or other computer and the audio is out of sync.

 

5. I view it ON THE INTERNET ON YOUTUBE OR GOOGLE DRIVE FROM ANY OTHER DEVICE IT IS OUT OF SYNC.

 

6. Again, I check on my desktop. The videos play fine whether it is local or web hosted on google or youtube.

 

What is going on here. I AM NOT MAKING THIS UP. 

I even bought a new android phone (i thought it was an apple issue) and it still is out of sync on there when i transfer with a USB C cable. What is happening?!

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate:

How do I get to the media tree?

Get MediaInfo per PB's post, right-click on your file and select MediaInfo, then in the VIEW menu select TREE.

 

You are probably using Varible frame rate files, which are what typically cause the problem. Use Shutter Encoder to convert the files (before editing) to constant frame rate. Maybe try ProRes LT or even PROXY format within Shutter Encoder.
