force Adobe Media encoder’s *.m2v format video bitrate

Is there any way to force Adobe Media encoder’s  *.m2v format video bitrate setting lower than 1.5? I want to experiment with getting more video on a DVD. I am using Media Encoder CC 2018, but if I need to use another version I can. Thanks

I don't think Encore will treat it as legal if it goes that low. That is the test. And it will not transcode below that. And no, PR/AME won't let you set the bitrate below that unless you go to a format other than MPEG2-DVD, which is harder to set to DVD legal for other reasons.

Quality at rates that low is poor, but you know that!

Does the picture matter? Or a talking head where you don't care?

I know someone responded on Cow with a suggestion for dual layer.

The other approach to lots of stuff on one disk is SD on Blu-ray.
