Is it possible to copy and paste individual frames in a video on Premiere Pro, so that the same frame plays consecutively on the timeline?

Yes, the easiest way is to place a clip on the timeline, find the frame you want to freeze, right click and select 'Add Frame Hold'.

Now you can drag the end of the freeze to be as long as you want.

 

You can also trim a clip down to one frame and copy and paste that clip to achieve a freeze that runs as long as you want but that's a lot of work. a 'Hold frame' is much easier. (note: this will not work well with footage that is 'interlaced')

 

And if you need to do this a lot you can set 'frame hold' to one of your 'F' keys using 'Keyboard Shortcuts.. I have Hold Frame set to F2 so anytime I need a freeze I just hit that key.
