Frame IO user edit Premiere transcripts inside Frame IO

I am trying to let a client view the transcripts of a video file.  Doing a search how gave me this article...

See item #3 - Where is this panel and editing functions?  I can't find anything to turn on an additional transcript review panel.  Is this feature not available?  Need to be turned on somewhere?  I just can't seem to find the magic button.  Thanks for your help!
