Freezes on Open

Randomly started last night. I get past the splash screen and then it hangs and freezes before the welcome window.

Tried:
Clearing Cache
Rolling back NVidia drivers
Resetting preferences and plugins
Ran CC repair
Uninstalled and reinstalled Premiere

The same things continues to happen

Specs:
Windows 10 - 10.0.19042 Build 19042
17 - 9700k
32 GB Ram
GTX 1660 Super

Just worked through the steps here. No success still hanging. It gets past the splash screen and freezes right before you would expect the "welcome" screen to show up to load/start new projects.
