Frozen Frames after Export - after autoreframe function and codec change

Hi, 

I am on the latest Premiere Pro version 24.1

16GB RAM, Enough free space on the Drive, Windows 11

I get frozen frames, they change but don't move, just stay static after the Export

Exporting in 4K, all was working fine like this before, never had these issues

What I did differently was try the auto reframe function and change the codec from H.264 to H.265

I tried older projects and now even older projects make the same export issues
