FX (and option to time remap) not showing up for me in my timeline. Anyone know why?

To clarify FX are working for me in the program. However, I want to do a speed ramp and I'm not seeing this FX stamp on my clips in the timeline.

See this additional photo for the FX stamp I'm refferring to and option to do time remapping.
