Fx not working in a certain time

Hello, i've this problem that at 4:17 frame is working, but after i put it in every time after 4:17 is not working, anyone could help? as u can see in picture 2 fx is not showing

    The upper clip in your post has the graphic involved, the lower one doesn't. Is the effect applied on the graphic on V2? If so, it wouldn't show in the lower clip.

    its the same as the first, its just a strobe light , i've just copy and paste this fx, but idk after 4:17 isnt working
