GENERIC CODE ERROR PREMIERE PRO

Hi Everyone, plzz HELP

I will try to be as coherent as I possibly can, I am very tired and ive been trying to debug for 5 hrs straight. 

I am very confused, I edited my project on Premiere Pro 2023 on a MAC Desktop, because i am traveling, I need to access this project from my editing laptop which is a Windows 11 laptop. The entire Proj is on an external drive and it opens up perfectly on my MAC desktop , the second I open it in on my Windows laptop everything is unlinked (which is usually fine I can just link paths) when I try to link/re-import my footage i get this code. I've tried everything putting everything on a new drive (new drive opens great on MAC) reinstalled premiere, cleared cache, i saw that one way to troubleshoot is to rename files which I cannot because there are so many files and im not even sure which ones are offline at this point, is it a codec issue? If it is why does the rest of the footage work? I've tried putting the project file on desktop, ive tried putting the project file on the drive. I'm not sure what else to do at this point, I simply dont understand why it would work on one computer and not the other, is it because of Windows? 

Please ask me any questions if you think it could help, I hope this made some sense.
