Get Premiere to Utilize my Graphics Card More Efficiently

A few months back I spent a lot of money on some of the best parts for my PC. I am rocking a 4090 and I feel as though Premiere isn't utilizing it very well. I try to playback my project and I am getting audio just fine but in the program monitor, I'm getting probably 1 or less fps. When I look at how hard my PC is running via task manager my GPU is at 15% or less. Why is that the case? How can I get Premiere to start cranking my GPU to 100% I don't even care if it catches fire I just want it to use it. 

 

I'm hoping this issue is because I haven't set something up correctly but I'm not sure what that might be. Thanks so much if you know anything that may help! 

 

Also, every other part on my PC is overkill so I'm 99% sure it can't be an issue caused by some other factor like that.

It's probably the case that Premiere is bottlenecked somewhere other than the GPU - e.g. CPU/hardware codecs/disk reads.

A good way to triage this sort of problem is to start with a new sequence containing just your media files and verify that each of them can play smoothly on their own. You can then start making cuts and adding effects until you see the performance degradation to identify what specific edit is causing the slowdown.
