That looks like it might be out-of-gamut issues. Premiere, as an app built for pro video standards, is built to run with sRGB primaries and a Rec.709 profile. The 'straight' RGB is often problematic, especially depending on the color settings/workspace you use in Photoshop.
You can set a workspace in Photoshop color settings to Rec.709 gamma 2.4, and of course quickly assign an image to that profile in Photoshop. That always gets an appropriate image into Premiere.

We had a full wetlab for our color portrait work through 26x40 custom prints, mounting to canvas, hand artwork on negs & prints, were one of the first portrait studios in Oregon to go digital. Been with Photoshop since early 90's for copy/restoration work, Lightroom since Public Beta 0.8.
When I started doing video work, I was rather surprised how different the color managment steps and needs were between stills and video.
The image is not 'there'. Please drag/drop the image onto your reply box or use the picture icon in the formatting bar of the reply box to navigate to the file on disc. Either adds the image directly to the post so we can see it.
