Glitching White bars on top of the timeline

Hi, I am using Premiere Pro CC 2020 14.3 (Issue persists in later versions). Whenever I move my cursor at the top of timeline these glitching white bars appear and the playhead also stutters while moving.

My specs- Ryzen 3 3100, 8GB RAM

I currently have a GT 710 2GB (running latest nvidia drivers) as a placeholder card, Im going to buy a GTX 1650s later. please help in fixing the issue.
