Glitchy playback Premiere pro

I have been noticing some strange behavior when playing back footage in Premiere Pro. When I play it back, it looks really glitchy. I think I can best describe it as horizontal bars of displacement appearing and disappearing very quickly.

 

What I know:

  •  The effect disappears when I stop the playback; it then goes back to normal
  • It does the same thing on cameras from Nikon, Sony and Canon
  • It does the same thing on both .mov and .mp4 video
  • The effect does not appear in the final render
  • The effect occurs with both 1080p/60fps and 4K/30fps footage
  • The problem is there with CUDA, OPENCL, and without GPU acceleration turned on
  • The problem is also there when playing on half quality

 

I run the latest version of Premiere Pro (14.0.1)

I run Windows version 1809

I have a Zenbook Pro 15 with an Intel Core i7-8750H and an NVidia Geforce 1050Ti

 

Hopefully anyone has any idea how I can fix this or what other things I could try to change.. thanks in advance!

I tried to update both my NVIDIA and Intel Drivers to the latest versions but no result. The problem shows on 13.1.5 too.
I also updated Windows just now but that didn't help either.
