Glitchy side bars show up on video when scrolling over it and it exports with video stretched

I see from your photo that your machine is made by Fujitsu. Not super familiar with their lineup, but are you certain that your specs meet or exceed the requirements? Forgive me for asking, just something that must be ruled out. Just curious, when you open Premiere Pro, do you get a system compatibility report? 

Specifically, it looks like something that may be caused by graphics drivers. Maybe they just need to be updated, or maybe the driver you need isn't available for that machine (I had that experience once). Learned my lesson... sent a brand new laptop back, got a refund, and had Puget Systems build me a computer. They know what they're doing. I don't work for them. I just love that they do all the thinking about specs and make sure all those bases are covered.

Delete the Media Cache and Media Cache files:

If that doesn't work,try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean install of the latest Studio Driver (NOT the Game Driver).

If that doesn't work, try creating a new project and import the old one into it.
