Is there any plugin that allows me to visualize audio phase? Any kind of goniometer?

Premiere supports 3rd party audio effects: Audio Units, VST2.4, VST3 variants
You can find many metering tools in these formats that will work with Premiere. One I recommend is this free effect from Melda Production: https://www.meldaproduction.com/MStereoScope
They make a great suite of audio effects that I recommend.
