GPU not utilized for playback - lag issue

Question

My GPU stops video decoding after some a few seconds of playback and the video becomes choppy, but as soon as I stop and start the playback, the gpu starts utilizing and smoothens the playback but again after a few seconds its stops utilizing and video becomes laggy (watch the attached video file for better understanding). It does not happens with all the videos but a few of them, and these videos have something in common which is a strange framerate like 59.8252 or something, I fixed the issue by setting the "assume framerate" of the video to 60, but if I had like a large number of videos with different framerates 30-60-120, then I had to do this with each video one by one, so I request the Adobe community to take a look at it and try to fix it.

Those clips are variable framerate ...VFR ... meaning the actual number of frames per second is constantly changing. And NLE's like Premiere can have issues with that media type.

You need to convert that to constant framerate ... CFR ... outside of Premiere, and replace the file with that new converted one.

Handbrake and ShutterEncoder are the two main freeware ffmpeg UI apps for this and other interesting tasks.
