Graphics Panel No Show

I have recently upgraded to the latest version of Premiere Pro CC and I don't see the graphic panel at all. Since then I have reset my computer, reset all my workspaces but the panel for graphics does not show up at the top. My panels are in the following order "assembly, editing, color, effects, audio, all panels, libraries, titles, minimal, metalogging." When I see the tutorials of how to access it online it looks different from mine and i'm not understanding
