graphics vs. videos in a nested sequence

I am using nested sequences to create picture-in-picture. I want the size of the PIP to remain constant; say, 300x300.

 

When I have a video clip in a nested sequence, it works as expected. I can scale the source clip inside the nested sequence, and it doesn't change the size of the PIP, it remains as 300x300.

 

But when I have a graphic in a nested sequence, it seems to work differently. When I scale the source graphic inside the nested sequence, the size of the PIP changes also.

 

How can I keep the PIP a constant size, while scaling and animating the graphic inside it?

I just played with it. As long as there are pixels left on the .png inside the nest to cover the pip size, then it doesn't scale (for instance scale from 100 to 125). But if you shrink the .png smaller than what the nest is looking for, it shrinks also.

Can you post a video or screenshots of that happening?

Forgot to add that the graphic is just a simple .png, a file I imported into Premiere.
