Green bar at the bottom of screen

I can't express just how angry I am with this error. Yes I have updated Drivers. Yes including the GPU. I have a 4090, this pc is 10 months old, my Adobe Premiere is up to date, my windows is up to date. My GPU is compatible with my PC and upon research I found out that this issue is caused by varying fps throughout clips uploaded-which usually happens when you record with XBOX game bar. Just how simple is this problem yet it's so difficult to solve? Maybe instead of charging students so much money for products that can't fix issues so simple on their own and recommending solutions involving reinstalling drivers try to do updates and improvements instead. I am not asking for a solution since my deadline is in 3 hours and I have made the mistake of trusting a product I paid money for to work. Thanks a lot.
